An announcement was made by the Council of Higher Education’s circular letter no. 2016/16 published in the Official Gazette no. 29774 on 18 July 2016. According to the information given in the circular letter, text no. 8244403-299/2612 which concerns the state and foundation universities all civil servants’ annual leave has been cancelled and also those civil servants already on leave must return to their work places as soon as possible.
İn addition, according to the Council of Higher Education’s circular letter no. 82444403-299/2628, in order to enable the academics to participate in congresses, conferences, seminars and similar scientific meetings and not to interfere their representations in international scientific activities and enable them to continue their academic activites the rectors are given the right to give permission to the academics taking into account the below conditions.
1. The reason for going abroad will be investigated to confirm whether they are participating a scientific activity and this will be recorded.
2. Their participations in congresses, conferences, seminars and similar scientific events and other activities related to their professions will be recorded.
